Topinka's All-You-Can-Eat Election Buffet

NEWS ITEM: Republican gubernatorial candidate Judy Baar Topinka promises to release her education plan soon, but she offered few specifics about it Monday other than to pledge it will be funded.
Or, as the Tribune put it, "Topinka offered ... what she called an 'hors d'oeuvres' version of her plans for increased spending on education and public works projects but offered no taste of how much it would cost taxpayers."
